Legislative Lobbying Strategy The
LeMunyon Group will work closely with the client to devise a lobbying strategy
for each of the client’s objectives.
To do this, we normally propose an extensive onsite interview process to
examine both stated priorities and those that need to be identified.
Our approach to lobbying strategy can be divided into the following
elements: ·
Support of Natural Allies:
The principal element of any lobbying strategy is to be proactive.
Any effective proactive strategy involves communicating early with the
Administration, where we will work to develop a positive attitude to the
client’s priorities, and with Members of Congress that have a connection with
the client. ·
Expand the Base of Support:
Depending on the issue, other natural allies might include other related
entities and their Members of Congress and business leaders, who can expand our
base of natural support.

Support of Key Members and the Administration:
Once we have solidified the support of our natural allies, we would
proceed to present our case to key Members of Congress
- the Chairpersons of the appropriate Congressional panels in the Senate
and the House.
We also have the necessary contacts to approach the White House in order
to solidify the Administration's support for particular projects. ·
Neutralize Opponents:
Any project of significance is likely to have two types of opponents at
the Congressional level: (1) those that object to the project on policy or
budgetary grounds and (2) those that object to the project because they support
another project competing for the same pool of funds.
Opponents in the first category can often be convinced of the merits of
the project or persuaded to abstain from objecting by satisfying some of their
concerns. Opponents
in the second category can often be allies in expanding the pool of available
funding. This
has been our experience with the authorization and appropriation of large
programs such as TEA-21 and the CDBG. Others will remain as opponents and the
best strategy to deal with them is to convince the key Members of Congress that
the City’s project is of an exceptional merit. ·
Effective Management and Implementation of Legislation: Once our
objectives have been accomplished in a particular piece of legislation, it is
essential to work with the sponsors of the legislation to insure that the same
becomes law, and that it is effectively implemented by the federal agency. 2.
Monitoring The
LeMunyon Group will monitor all legislation of potential relevance to the client
and will report to the legislative liaison to determine if further action is
needed. Usually,
an in-depth evaluation of the client’s issues of interest will be necessary
before a complete list of committees can be assembled.
